Make sure the "Assert DCD/DSR After COM Port Open" box is checked under Application Compatibility if your modem server does not support the COM Port Control Protocol.
If you are only seeing issues with pcAnywhere, then you'll need to troubleshoot these problems through Symantec's web site. This link on the Symantec web site is a good place to start in troubleshooting pcAnywhere connections.
